10-year-old boy who flung cat off HDB block given stern warning after completing rehab programme

A 10-year-old boy who threw a cat off an HDB block in Boon Lay has been given a stern warning after completing a month-long rehabilitation programme. This involved learning about animal welfare and living with cats in the community, as well as helping out at a cat shelter. An investigation had found the boy lacked sufficient maturity to understand why his actions were wrong. The Cat Welfare Society said a strong deterrent message is needed to prevent a repeat of such cases, and it fully supports rehabilitation of young offenders.
